Switch Fan Idle Setting

Is there a setting we could get in the switch that would make the fans idle down to like 500RPM instead of shutting off?
Reason being - in the switches where I am seeing fan failures the bearing are locking up.
The theory being - on a moving part such as a fan or hard drive, that spins often - when you stop it, especially when very hot, the metal parts have a tendency to lock up.

+1 on this. Slow would be much better than stopping. Just had this happen.
