Feature request - Watchdog on port rate change

Hi,
The switch send email on port rate change. It would be nice to be able to control this even through the watchdog instead that also allow to send a email as an option. It would be nice to do a LinkBounce on this even instead of receive a email that we will next first try a LinkBounce anyway.

You need to ignore port rate changes for the first few seconds on link to avoid looping. Some kit start to boot at a slower rate and after boot, change to a faster rate.

The startup delay and interval already exist in the watchdog rules. The only thing that would need to be added is to change the trigger event based on abnormal port speed change, the same trigger that sent email, instead of ping watchdog.
