QinQ stops traffic on other ports with same VLAN

Hello,
I just installed my 5th WS-6-Mini WISP switch on a network. I have 4 of them working as expected with QinQ on some ports and U on others.
Problem: On this 5th switch that I just installed, when I change the VLAN tag to Q on a port that is not up it stops the traffic on a port that is up with the same VLAN. It does not affect my management VLAN which is 13. The VLAN that is negatively affected is 17.
Attached are two snapshots, one with QinQ and without QinQ. I am running firmware: 1.5.1rc12
Any ideas on why changing a down port to Q would stop the traffic of the same VLAN?

Which ports stop, 2, 6 or both ?

Test from which port ? Through port 3 that seem the backbone ?

The're not lot of detail, a schema would help.
