POE port showing 0.0 W

I have a single port to power a small USB fan (5V, 1.8W) that most of the time shows 0.0 W power. Is it because there is no ethernet link? I am using POE splitter from Wi-Fi Texas (WT-AF-USB
)
Cable check shows: Open, Open, Open, Open

It's just not drawing enough current for the sensor to pick it up reliably - Since they're analog devices, there's a certain noise factor on them that we filter out in software, and your fan's not coming up above the low limit threshold very often.

Doesn't seem to be a functional defect, in other words.

I can confirm this - have a PoE thermometer that doesn't draw enough to show watts, but other devices like RPi do with the same splitter.
