One way port issue

I have a strange issue where I have ports that receive but not send... Let me explain.

I has a WS-12-250-DC that lost it's mind the other night, I have not investigated the cause yet. However, I took the most recent config backup from the Netonix manager and loaded it to another switch of the same model. When I installed the new switch all traffic came back up as expected for one device. To test, I configured my laptop with the devices IP. I was able to ping from my laptop to the switch, but not the other way around. To further test, I moved the VLAN tagging to another port and had the same results. Finally, I had success when I tested on a third port, and when I connected the original device to the third port, it came to life.

Any thoughts on what might cause this? My first thought is a corrupt config file, but that's just a SWAG. I am going to configure another switch from scratch, test it and swap it out, at which point, I can try to do the same on the suspect switch.

Thoughts?
