unknow ARP issue

[DFC001]

and I have a chain of 9x WS-12-250-AC and one WS-12-250-DC connect over Fiber. and the uplink to fiber on the last one.
I am seeing what looks to be arp issues not sure.
Firmware is 1.5.25 and 1.5.26
I First reboot the problem switch then do the next one heading to the uplink.
This seems to get the camera/device pingable again.
does anyone an idea what might be happing?
