WS3 will not boot on 48v

I am migrating one of my tower sites from 12v to a 48v site. Every time I try to migrate my WS3 to the 48v fuse box it starts to boot then just shuts off. Thought I fried it the first time but as soon as I move it back to the 12v side it is happy. I have attached screen shots of the WS3 and a WS-12-250-DC sitting on the 48v side running without a problem.
