I'm going to have to do a bit more research to fix this issue but it is related to this version of Ubuntu.
I am able to run the manager on Ubuntu version 18.04.5 LTS if you can move back to that version, you should be OK.

ee_key_too_small is because your key is 1024 bit instead of 2048. I had the same issue on Debian Bullseye and I just generated a new private.key and certificate.pem in /opt/netonix-manager/ and the service started no problem.
