I did this on Debian 11 to get Netonix-manager to run (it would simply crash before I changed that line). But now it won't monitor anything. Every switch I add is monitored for a few seconds, then the little button changes from green to red and I get an email that says this:

Device 'Netonix-SpurWarehouse' (10.10.10.3) changed state to Offline: Error: write EPROTO 139903195748224:error:1425F102:SSL routines:ssl_choose_client_version:unsupported protocol:../ssl/statem/statem_lib.c:1957:

As of right now, I can't monitor anything.

I'm going to have to do a bit more research to fix this issue but it is related to this version of Ubuntu.
I am able to run the manager on Ubuntu version 18.04.5 LTS if you can move back to that version, you should be OK.

ee_key_too_small is because your key is 1024 bit instead of 2048. I had the same issue on Debian Bullseye and I just generated a new private.key and certificate.pem in /opt/netonix-manager/ and the service started no problem.

I lied, after doing that, Netonix Manager is running, but all switches show as down. Below is the error that's repeating in the crashlog.
