WS-12-250-AC Will not boot

Power on the switch, after a few minutes it gets a link light and then nothing. Both new out of the box and refurb units doing this.
Console output seems to hang at "i2c_vcoreiii i2c_vcoreiii: i2c bus driver on IRQ 19", full output below...
