ws-8-150-dc will not keep configs

I dont know possibly what i could be doing wrong here but i cannot get this unit to hold any settings through a complete power loss. or even a reboot?
This unit was on the shelf replacement and has never been used anywhere else. I have a brand new 12 volt battery to test with and a 24 volt system at the install site, but cant get the unit to hold any settings at all!
